Error to fetch the document in medical leave?

Hi Expert's,

I am facing very unwanted issue from the system in HR transaction.

While user is applying for  medical leave , at that moment user is attaching some reference document with the transaction .user is able to attach the document .and able to send it on next level. but on next level, another user(manager or supervisor ) is not able to view that document. and all DMS repositories are in running state.

and system not throwing any error message.

and issue occur with only some user's not with all user's.
